So it comes out that the higher ups are responsible...Sigh I understand the techniques when used for interrogation but that way they were being used was irresponsible and it was mishandled by the higher up in that they had just general soldiers doing it that were not trained.
The way I read it was that special forces types get training on how to survive that kind of torture and that they have an empathy for what happens in that situation and therefore are less likely to do that kind of thing.
The article also implied that the mercenaries, sorry "private contractors" (like the four that died while in Falouja) are most likely to engage in and provide training in the "how to".
